img rezise problem

This image is from a plugin called Whois Dashboard Widget (http://wordpress.org/plugins/whois-dashboard-widget/)

This is code from where the image is pulled.

The url is http://www.localhost.so/wp-includes/images/spinner.gif

The css of the plugin is blank. The owner of the plugin says that the plugin will use the theme css.

Any idea how to fix this?
