Side Badge

Hi
Can anyone (Gabi ?) help me with the Side Bage, pls.
It appears at the top of each page but will not automatically appear anywhere else on any page. This also applies to the dotted line with star in middle that divides Posts. Is it possible to have these 2 items appear where you want?
